The Washington County Board of Education approved the FY 2024 Operating Budget at its meeting on March 21, 2023. A detailed copy of the budget is available in the Documents column to the right.

The Office of Budget and Finance

The purpose and goal of the Fiscal Services program is to provide financial leadership to support system objectives and student achievement in the most cost-effective manner through strong fiscal planning and management. The program encompasses the Executive Director of Finance, Supervisor of Accounting, accounting team, payroll team, accounts payable team, and internal audit. Program personnel are responsible for completing the following tasks:

  • Ensure the integrity of the official system-wide financial records for the general fund and over 200 restricted fund grants, as well as the Capital Improvement Program, the Food Services Fund and the Healthcare Self-Insurance Fund
  • Prepare reports for the Board of Education, Washington County government and the Maryland State Department of Education, as well as state and federal auditors
  • Provide training and support for the automated school bookkeepers
  • Coordinate planning and development of the school system's operating budget
  • Accurately forecast revenues and expenditures and necessary adjustments to the budget
  • Maintain system-wide payroll, accounts payable and fixed asset monitoring, tagging and reporting systems
  • Provide system-wide financial analysis, including but not limited to analytical support for wage and salary negotiations and benefit programs such as the Healthcare Self-Insurance Fund and the TSA Arrangement
  • Provide local support, leadership and trusteeship to the Maryland Association of Boards of Education (MABE) Group Insurance Pool, the MABE Workers Compensation Fund and the MABE Pooled OPEB Investment Trust. This pooling arrangement provides all of the property and casualty self-insurance for the Washington County Public Schools
  • Provide each of the Board's negotiating teams with financial expertise at the table
  • Purchase adequate and appropriate supplies, services, equipment, and facilities at the best possible price
  • Audit all school activity accounts annually
  • Manage all employee and retiree benefits
