Superintendent's Extended Biography

Selected achievements during Dr. Sovine’s tenure as Superintendent of Schools in Frederick County, VA:

  • Led collaborative community effort to develop the school division’s updated 2019-2025 strategic plan Inspire 2025: A Promise for Progress
  • Achieved full accreditation of all schools for the first time in more than a decade
  • Implemented Balanced Literacy program at the elementary level
  • Implemented and expanded pre-kindergarten program
  • Increased the division’s on-time graduation rate which consistently exceeds the state’s on-time graduation rate
  • Decreased the division’s dropout rate
  • Established the FCPs Equity Task Force and launched a division-wide equity program
  • Addressed increased student diversity and closed achievement gaps among African American and Hispanic students as evidenced by performance on the reading and math Standards of Learning tests
  • Increased enrollment in advanced placement and dual enrollment courses for all students as well as African American, Hispanic, Economically Disadvantaged Students as well as Students with Disabilities
  • Increased career and technical education course offerings and implemented a work-based learning/workforce development program utilizing community partnerships
  • Doubled the number of industry certifications earned by students
  • Promoted community engagement through the use of project advocate groups for new construction projects and the creation of the FCPS 101 Community Engagement Program which received a 2018 Golden Achievement Award from the National School Public Relations Association
  • Achieved 2018 NICHE Top 25 Best School Districts in Virginia Ranking     
  • Implemented full-day kindergarten divisionwide
  • Recognized 10 consecutive years for energy conservation efforts with a Platinum Level Award in the Virginia School Boards Association Green Schools Challenge
  • Recognized nine consecutive years with a Meritorious Budget Award from the Virginia Association of School Business Officials
  • Implemented the Virginia Tiered Systems of Support (VTSS) and received the Virginia Department of Education VTSS Leadership Award
  • Implemented an instructional coaching model to support high-quality instruction
  • Implemented a 1:1 Chromebook initiative equipping all students in grades K-12 with Chromebooks
  • Developed and implemented a health and medical sciences career cluster in career and technical education
  • Opened the new Frederick County Public Schools Transportation Center
  • Implemented the use of electronic textbooks in some courses
  • Established Bright Futures-Frederick/Winchester
  • Constructed and opened the replacement Frederick County Middle School
  • Purchased land and secured funding for the design of a fourth high school
  • Secured approval of an FY22 budget that included the largest salary initiative for FCPS staff in more than a decade
  • Constructed and opened Jordan Springs Elementary School
  • Constructed and opened the replacement Robert E. Aylor Middle School
  • Secured funding to complete renovations at Indian Hollow Elementary School as well as renovations/additions at James Wood High School

During his tenure as Superintendent of Frederick County Public Schools, VA, Dr. Sovine served as a Regional Coordinator for the Educational Leadership program at James Madison University.  He also served as an adjunct professor for James Madison University and has served as a guest lecturer at the University of Virginia.  He also was very involved in a variety of local, state, and national organizations and boards, including the Virginia Statewide K12 Education Advisory Council, the Virginia School Consortium for Learning, the Washington Area Schools Study Council, the Virginia Association of School Superintendents (VASS) Board of Directors, the VASS Legislative Committee, the United Way, the Youth Development Center, Bright Futures-Frederick/Winchester,  Bright Futures-USA, the Winchester Medical Center Foundation, the Frederick County Educational Foundation and the Rotary Club of Winchester.  From 2017-2020, Dr. Sovine served on the American Association of School Administrators (AASA) Governing Board.  He was also a member of the National School Public Relations Association (NSPRA) Executive Board from 2019-2021.
