WCPS currently provides Title I funds to seven elementary schools. Bester, Eastern, Hickory, Lincolnshire, Pangborn, Ruth Ann Monroe and Salem Avenue have a school-wide Title I program. School-wide programs in WCPS are provided in schools where a high percentage of the children are from low-income families.  Each school-wide Title I school develops methods to serve the academic needs of all students in the school.  School-wide programs combine Title I funds with federal, state and local funds to improve school programs.

In addition, children with disabilities, children who are homeless, children who are neglected or delinquent, and children with limited English proficiency may be eligible to receive Title I services.

BESTER AND WINTER STREET ELEMENTARY SCHOOLS

Dear Parents/Guardians of Bester and Winter Street Elementary Students,

The United States Department of Education recently granted Maryland a waiver, which allows school systems to discontinue the Title I School Transfer Option.  At this time, Washington County Public Schools (WCPS) has elected to continue this option for children who participated in the School Choice Option for the 2011-2012 school year. These children reside in the Bester or Winter Street attendance areas and had opted during the 2011-2012 school year to attend Potomac Heights or Rockland Woods Elementary Schools.  WCPS will continue to provide transportation.

It is important to note that if you do not have a child currently enrolled at Potomac Heights or Rockland Woods Elementary by way of the Title I Transfer Option, you will not be permitted to enroll him or her at either school.  For example, a sibling that is entering kindergarten for the 2016-2017 school year will not be permitted to attend Potomac Heights or Rockland Woods Elementary even if his brother or sister is attending there by way of the Title I Transfer Option.  In addition, if you relocate to an address that is not in the Bester or Winter Street Elementary attendance zone, you child will no longer be eligible to attend Potomac Heights or Rockland Woods through the Title I Transfer Option.

Letters were mailed to the parents/guardians of all Title I School Choice Option students.  Parents/ Guardians were asked to choose whether they want their child to continue at the Title I School Option School, or if they would like him/her to return to their home school-Bester or Winter Street Elementary.  These letters were due in the Title I office by Friday, May, 2016.
